The Universal Primary Contest In 1998 a Constitutional Amendment changed the way primary elections are held in Florida. The wording of the amendment is as follows: “If all candidates for an office have the same party affiliation and the winner will have no opposition in the general election, all qualified electors, regardless of party affiliation, may vote in primary elections for that office."
